If you scroll down the SP3 web page, way way down, it notes that you need
SR-1 installed before SP3 will install.  SR-1 is here:

I downloaded the Service Pack, but when I tried to install it I got 
an error message "the expected version of the product was not 
found on your computer".  And that was the end of that tune!

Whaddaya think that was all about?  Maybe I need to do a 
previous update or something?
