What you described is a un-encrypted wireless network that is locked to a specific MAC address. Every Network device has a unique MAC address. FWIW even more secure than WEP is WPA & then lock it down to a specific MAC address. This is how I have mine setup so that I don't have to wear my tin hat when I'm wirelessly surfing the net.
