I'm not getting a very good video feed of what you're describing for the plastic trap door on the bottom, but it sounds very *very* strange. Does the plastic flap not open? Or does it open only to reveal a compartment covered up with a metal plate?
I know at one time Dell had some notebooks that were really cheap comparatively and were sold as "not upgradeable" compared to their more expensive cousins. If this is one of those, that would be the only explanation.
