Why don't you try to plug the modem directly into the phone jack and
use Phone Dialer to try to dial out. I'd also make sure that the line
is plugged into the modem correctly.

A neighbor said that his modem stopped working. I tried it with AOL
and Hyperterm and get a "no dialtone" message.
He says he checked the cable and it's plugged in securely at both
ends. A telephone connected to the same outlet via a splitter works.
I cleaned up some garbage characters from his AUTOEXEC.BAT the other
day; could that have anything to do with it? I've forgotten everything
I knew about Win98!
