Could be AutoPlay has been turned off.

I am not sure about the HOme version but in XP Pro from My Computer or Windows Explorer right click the CD/DVD drive and choose properties.

Next select the Auto Play Tab where you can choose what option you want to occur when a particular type of CD/DVD is inserted.
