Few home users upload much at all. POST and GET commands to web sites,
short commands to POP3 and SMTP servers, maybe commands to USENET
servers. If you're not spending time waiting for uploads to complete,
then don't spend the extra money.
Updating a lot of websites or ftp sites would also require a lot of
uploading but most people don't.
