If you don't have a bootdisk, go to www.bootdisk.com and get one. That
should include FDISK and CD drivers.

Boot from that once your new disk is installed, and run FDISK to create
at least one partition on your disk. Once you finish that, you'll boot
again and your new partition will appear as drive C:. Now you can put
the Win98SE CD in the drive and run setup.exe from that to install the
OS.
