If you downloaded the file from a P2P site and you are using a P2P client
its sharing that file you downloaded with other users who use P2P clients
and since the program is sharing that file its currently in use.

Shutdown your P2P client and then you should be able to delete it.

I have a dvd file that I downloaded that is obviously corrupt and if I try
to delete it by right clicking on the file name, it trys to launch the media
player and will not do anything unless I Ctrl-Alt-Delete and kill the
application. It says that it is in use and cannot be deleted, but it is not,
even after a fresh reboot, it does the same thing. How can I delete the file
from my machine without using a windows app to do it?
