There has to be something going on here which is different from
run-of-the-mill Outlook setups.
I'd sure like to see those Internet headers from the Sent Items message -
all of them, verbatim.

Are your mailbox account something other than than POP/SMTP ?
If so, that might explain it. Normally messages in Sent Items have never
left your machine, and therefore will not have any Internet headers under
View/Options. Since you see headers, it suggests the message has traveled
out and back to be seen in your Sent Items folder.

I opened the sent item and they are not there.
I did find that if open the email and click on View | Options, I can see the
bcc's there.
Not exactly what I wanted.
