Although Win98/ME is EOL'd by MS that doesn't mean there isn't a market for it and that hardware mfrs aren't supporting that market.
I would expect a majority of consumer wireless gear supports Win9x architecture and includes a supplicant and driver that does WPA (if they support WPA at all). Just pick your favorite brand or look at whatever's on sale and check the mfrs website for details on OS support.
