If you telnet or ftp to that IP address, what physical device
responds? The router? The modem? Not a PC?
it depends on the configuration you set on the router - the router
accepts the request and will respond if you haven't configured it for
port forwarding - in which case, it passes it to another computer.
Most (all) routers can be configured to send different requests to
different internal computers.
