I use Time Warner and get very few (2-4 daily average) despite the fact that I use my real name. However, I just got one of "those" purporting to be from EBAY.

SpamCop is a reporting service. They don't block anything.
They simply make a list of individual IPs that spam has
been received from over the past 24 hours, then they
publish that list for whoever wants to make use of it.

Because they report it others block it according to what they report.

The fact remains, big ISPs (like AOL) all use spam blocking lists,
such as the one provided by SpamCop. If they didn't, their
customers would be overwhelmed with spam.
