If your filesystem is NTFS, then you may not have permission to alter the
directory
(see properties advanced)

That may be due to the options set on windows explorer, or applied to the
logon id you are using


Usually, if there are files, or folders within the folder you are adjusting
the system will ask if you want the change applied to just the folder, or to
all it's contents as well

More precisely, the read-only attribute is meaningless for folders. When
you display "properties" for a folder, what you see for the read-only
attribute is a three-state checkbox in its third state. It's shaded with
no checkmark in it, and it's trying to tell you that this attribute
doesn't apply here. Admittedly, it doesn't communicate this very well.
