Is the BIOS set (as a default/shipped value) to stop changes to the boot
entry on the drive?

Other diagnostic approaches:

Have you tried to boot this system from a drive with windows and/or DOS
already installed using a different system

Will a Bart CD boot and run, allowing you to access the hard drive (floppy)
and USB
( hard drive possibly to have partitions already defined on it, and perhaps
even formatted, with at least 1 txt file to be viewed)
