Yes, that is normal, what you previously experienced is QUITE abnormal. 
However, after thinking about it a bit more, that might be coming up because 
of UPnP. Try en/disabling that on the router (and/or) windows and see what 
happens.  You mentioned under another thread you run Kerio, you might have to 
configure it to allow the upnp stuff.

As I said before, there is some special software installed that gives that 
feature, hence what you see on your bother's computer.
