If you want a "one rule fits all" answer this will do, but whether or not
you unplug the power cord really should depend on the nature of the wiring
system you are connecting to.
In the UK, most power sockets are earthed/grounded and switched so it is
safe to leave the power cord plugged in, and switch off at the socket, to
keep the system earthed. Then as long as you are touching the case you are
fully earthed too.
If you don't have a wall switch, and if the wall socket isn't grounded,
you are safer unplugging.
Actually unless you are unwise enough to think about tinkering with the
psu, the only thing at electrical risk anyway is the pc, not you. Most of
my pc injuries have been cuts from sharp case edges!
