Is the "latest Internet explorer" version 7 or version 6? Try clearing the Temporary Internet Files.
If that doesn't help, you could have a virus, trojan, spyware or browser hijacker problem. Are your antivirus and antispyware programs up to date? Does the system scan cleanly with them?
