Only things I can suggest are:
Check with a .bmp that you do get the same problem -
That should rule out most possibilities within Adobe Photoshop

But I suspect that it may be that the video (board) is re-processing the
image
If the video (board) is re-processing the image, then possibly you can turn
off some of those features

And  it may be worth checking that the video signal resolution, and colour
depth does match the display's physical characteristics.

Then again, you may be able to set the Photoshop to display images with a
suitable bias

( I occasionally use Gamma modification, with corresponding saturation
correction to bring images up to make detail more visible.)
