Start with Add/Remove Programs. Remove things you know you don't use or need. For the ones you're not sure about, ask here.
Make sure your system is clean of vermin ... many toolbars come with adware and other unwanted add-ons and those are a major contributor to slowdowns. If you don't have an anti-adware/spyware program get one. Grisoft's AVG Antispyware is a good one that's free (formerly Ewido). Finally, it's a fact of life that as time goes by, the use of memory by all programs increases and at a certain point a machine which was fine on memory is no longer fine. If you have less than 512MB of RAM and we're talking about Windows XP, get to at least 512MB. It will make a difference.
