First thing is to determine where the entries that do the relative startups are - Registry, or all users start-up or your logon id's startup
Not sure, but I suspect that something like the startup list in tools from MS Windows Defender will help you determine that, after that it depends on the relative locations of the activities you want to adjust bearing in mind that as you have already found out, some are dependent on others not only having already started, but having completed their initiation and resource acquisition processes.
