Maybe we should install a command window shortcut that has black text
on white background?  Would that be less intimidating?  :-)  I'd love
to see a graphical CPAN shell.  Part of the reason that I'm starting
to (slowly) document CPAN.pm is to make it's API less mysterious so
people can actually use it for such things.

Yeah, I just downloaded it and checked and the "local patches" version
text didn't make it into this release.  It will be there in the
5.10.0.2 release.
