As far as I know, wheelmouse support is dependent on Linux "imwheel" support. If you "ps aux | grep imwheel" and don't see an imwheel daemon running, then that might be your problem. If you are interested in getting imwheel source and building it yourself, then you can go to http://jcatki.dhs.org/imwheel/ Some distributions may ship imwheel, or provide some other daemon that does the same thing.
