Correct.  Only those versions of Windows listed in the release notes
can be installed.  Attached is the table (html format) from the
release notes that lists just what localized versions can be installed.
Only these versions can be installed.  All others will fail to install.

Hopefully this year. I can't be more specific than that.  The work to support
Asian languages has been underway for some time now.
