Ok. I've got it. With a little help from a few people and a bit of 
digging.. here is the why
and the fix.

It appears that in some installations of windows, the appropriate files are 
not getting copied
into c:\windows\inf. That is why you do not see the options to add tcp/ip, 
client for ms networks
or file and printer sharing. After I found the answer, I looked at 
support.microsoft.com and low and
behold there was the answer staring us all directly in the face. Anyway..

Close Windows. Then issue the command "dos" from your xterm. At the command 
prompt, type the following

"extract /a J:\wincabs\precopy1.cab /l c:\windows\inf nettrans.inf 
netservr.inf netcli.inf"

Close the dos window using quit and then restart windows.You will now be 
able add TCP/IP, Client for MS
Networking and File and Printer Sharing.
