I understand what you're saying and the same thing happened to me.  I needed to 
reinstall Windows and they told me that I couldn't re-download despite the fact 
that I had an active subscription.  I pointed out to them that it wasn't my 
fault that it was their own installation utility which wasn't complete,which 
was no fault of mine.  But they just wouldn't give me what I had paid for.  So 
I told them effectively where they could stick it and went down a different 
road.
