I had an idea that I just checked, and bingo: LC_MESSAGES=en_GB.UTF-8 LC_CTYPE=fr_FR.UTF-8 ./wine control seems to work fine (everything in English), but if I replace fr_FR with my system's locale eg: LC_MESSAGES=en_GB.UTF-8 LC_CTYPE=de_DE.UTF-8 ./wine control I get a mixed English/German GUI.
