BOARD DELAYS VOTE ON LINCOLN CLOSURE
UNTIL JUNE 19
After a great deal of discussion and input from employees, the board decided
to delay voting on the closure of Lincoln school until the June 19 meeting.
The board also included in the motion that consideration of Lincoln closure
would be for the fall of the 2004-2005 school year. This will allow more
time for planning for a smooth transition and assure that all programs will
not be negatively affected by the move.

The reason for the delay in the vote was to allow time for the board to
review the independent appraisal of the Lincoln building that was
commissioned by WSU. The appraisal should be available for review about June
16.



STUDENT/STAFF RECOGNITION
The following were recognized for their achievements:

. Margaret Groth: First Place State finish in the FFA Poultry Judging
Competition. Margaret placed ahead of 119 other judges to win the
competition. She is a junior at WSHS and is the daughter of Aryln and Joann
Groth.

. Dr. Scott Hannon: Elected to the Board of Directors for the Minnesota
Association of Secondary School Principals (MASSP). Dr. Hannon, the WMS
Principal and WALC Director, will serve for four years as Secretary,
President-elect, President, and Past-President. MAASP membership includes
97% of all middle level and high school principals in Minnesota. His peers
elected Scott to this esteemed position.

. WSHS Community Service-learning Course will be recognized for earning one
of the four coveted Exemplary School-based service learning programs in the
state by the Minnesota Department of Education and the National Youth
Leadership Council. John Ruggeberg, Joan Heydt-nelson and Dwayne Voegeli
teach Community Service-learning to WSHS seniors. Service-learning is a
method of teaching that enriches learning by engaging students in meaningful
service to their communities and schools.

. Area employers will be recognized for their outstanding service to the
WSHS Work-based Learning Program. Work-based Learning is coordinated by
Scott Lowery, Nanette Lehman, and Ellie Matthees. Employers to be recognized
are: Grafenberg Farms (Ron Hornberg); Winona HRA (Bill Wissman and Linda
Bedtka); Kimber Trucking; (Sue and Wayne Kimber); Green Mill Restaurant
(Jason Fish); Early Learning Center (Kris Troska); Kid Kare (Sera Stevens);
WALC Childcare (Chris Overhaug); Winona Workforce Center (Becky King);
McDonalds East (John Meier), West (Mike Taylor) and Main (Ron Meier);

STUDENT MEMBER REPORT
Heidi Miller reported on the following activities at WSHS:
Last day activities for seniors
Graduation
Heidi also introduced Stephanie Fix who will serve as the student member of
the board starting July 1.
Thank you to Heidi for her contributions during the past year, and welcome
to Stephanie.


PARENT/COMMUNITY COMMENT
Beth Yonts and Judi Vold addressed the board regarding the proposed move of
the Pre-School program to W-K Elementary.

INFORMATION
Japan Trip
Scott Hannon, chaperones and students who made the trip to Kogota Japan
reported on their trip. A slide presentation was included. All involved
expressed a great deal of satisfaction with the experience. Students have
made presentations to classes at the middle school, Ridgeway and Jefferson
Elementary schools.


Voc Ed Self-Study Presentations
High School and Middle School vocational teachers presented the results of
the self study in the following programs:
Business Ed
Industrial Tech
Ag Science
FACS
Work-based Learning

It was apparent from the reports that WAPS has an excellent vocational
education program that serves a large number of students. Recommendations
included smaller classes, more technology, and more room for expanding
programs.

MREA Dues
I reviewed a letter from the Minnesota Rural Education Association (MREA)
and our dues statement for 2003-2004. The dues for 2003-2004 have been set
based upon our number of pupil units (weighted ADM). The amount due is
$2400. MREA is the only voice in the legislature that focuses on the needs
of rural communities and rural education. Board members suggested that MREA
provide more opportunities for influencing legislators in rural areas. I
will bring this back to the board on June 15 for final action.

Cooperative Sponsorship of Athletics Criteria-First Reading
Mark Winters presented the he District Athletic Advisory Committee (DAAC)
recommendation that the board adopt criteria for considering requests from
other schools for cooperative sponsorship of athletic programs.

1. There is a benefit to WSHS
a. Cooperative Sponsorship is need to maintain current level of teams
b. Cooperative Sponsorship is needed for participation numbers to keep sport
c. District will benefit financially
2. WSHS students participation opportunities will not be jeopardized
3. There will be minimal impact on team chemistry
4. There is support from the WSHS coaching staff
5. They have grown up in a Winona feeder program
6. There is no viable option for the cooperative sponsorship to exist with
another school
a. WSHS is the closest school which offers the program
b. This school does not cooperative with another school in any sports
7. This school has never cooperated with another school in this sport
8. This school does not currently offer this sport

This will be placed on the June 19 agenda for final action.

Discussion on Relocation of Lincoln Programs

I provided an update and answered questions on Lincoln relocation efforts.

I also talked about: WHAT WE DO NOT KNOW AT THIS TIME:
1-We do not have an appraisal for the Lincoln building. WSU has said they
expect to receive it around June 16

2-We have not negotiated a sale price with WSU

3-The status of the lessee in the Government Center is still unanswered. He
has a four year lease and I understand he does not want to move. No matter
what the cost of the move, I am sure that the district will end up paying
for a major share of the cost.

I talked to Bob Reinhart (County Administrator) today and he said they would
hold off on any negotiations with the lessee until the school board has made
a decision.

He also indicated that space in the lower level (BASEMENT) could possibly be
arranged for all of our needs.


4-Cost of leasing space in the Government Center-the present occupant is
leasing for about $9/sq ft) I am sure that this price will depend on how
much is spent on making space usable for our needs.


5-Authority to levy of leasing administrative space-this did not get
included in the legislation this year. We have a letter from the House
leadership that this bill will be introduced next Feb. We still don't know
if it would pass as it is a tax bill and is open to amendments. If it does
pass in Feb and the Dept of Ed gives us the go ahead, we would not levy
until Dec of 2004 and the revenue would not be available until the 2005-2006
school year.


I have talked to Dr Kruger regarding delaying for a year, and he did not
think that this would be a problem.



OTHER

If it works out that administration would move to the Government Center we
would recommend that a Joint Committee be formed to work out an acceptable
transition plan for shared use of this facility.

Capital Needs at Lincoln
Boiler Replacement $65,000-$70,000
Note: Could be repaired for one more year at a cost of $2000-$3000

Gifted and Talented/Activities Audit information presentation

Sue Roehrich and Mary Smith presented the board with the results of the
Gifted and Talented/Activities program audit. This included the offerings
available in the Winona Area Public Schools Systems and participation data.

Presentation of 2003-2004 Budget
Jeff Seeley provide the board with an update to the 2002-2003 budget and the
first reading of the 2003-2004 budget. Both of these documents will be on
the June 19 agenda for further discussion and approval. Once approved the
budget will be posted on the district websit.

BUSINESS ITEMS

Resolution to Renew MAEF Membership
The Board approved the renewal of the Winona Area Public Schools membership
in the Minnesota Academic Excellence Foundation.Dues are $175 and are paid
for through District Wide Staff Development funds.

Resolution for Reallocation of General Ed Revenue
The board approved a Resolution for Reallocation of General Education
Revenue for the fiscal year 2003-04. The resolution reallocates revenue from
the building level to district-wide level for expenditures listed in the
resolution. School Boards are required to adopt a resolution for
reallocation of revenue per MN Statutes, Section 126C.23.

The meeting adjourned at approximately 10:00 p.m.
