I'm not sure if I'm misinterpreting this statement
but I think it is important to remember that simply forming site teams is a very
small step in the continuous improvement process. I am not that involved
in the public schools here so I may be missing something but I do not believe
that Winona has made anything more than a casual commitment to continuous
improvement. It doesn't surprise me that site teams are ineffective if
they are not trained in the tools and processes that can make them
effective. I know from experience that they DO work when they are allowed
to function within a system that is committed to Quality
improvement. This requires a
commitment to values like those listed in the National Baldrige Criteria. Take a
minute to look at those values and ask yourself if the Winona district operates
with these in mind. If the answer is "no" I think that goes a long way to
explaining why site teams are not working here.
