RE: Site teams, site-based management...
I like Craig's suggestion of using state mediation staff to provide
training to site team participants. I think it might be important first to
get assistance from them in developing a more comprehensive policy. As I've
said earlier, I think there should be a clearer statement as to which
decision areas are covered by site teams and which by building
administrators by themselves. I can tell you there are staff who are former
participants who are no longer interested in serving in that capacity
because of the level of conflict involved, so having an improved policy
would be important if there's a serious desire for staff participation.

 A few questions that have come up as I've discussed this in conversations
this past week:

1. What do School Board members think about this? (Are some of you still
subscribed to this list?)
2. Is there some on-going discussion at the Meet & Confer level between the
District and WEA on site teams?
3. Does the State provide incentives for Districts to use site-based
management? Does the Dept of Education (formerly CFL) offer anything
similar to what Craig is suggesting?
