I also believe that companies with a significant number of office type
jobs can be attracted to Winona in the services business sector like
insurance center, leasing companies, claims processing, telemarketing
operations, travel reservation centers office staff etc. into the
downtown area.  The employees of these businesses consume food, services
and do shop close to their offices when retail businesses cater to their
needs. 

Zoning regulations and low interest loans can also be used to direct
office development into the city core area.

The single biggest problem however is convenient parking.

I agree with Glen.  It will serve the downtown a lot better to put in
nice 
condos and lofts rather than packing in a ton of college students.
