A partial solution to the supposed parking problem in downtown would be better and expanded bus service.
For years I have been asking the question; why a city the size of Winona has a dawn-to-dusk bus service that does not operate on the regular routes on Saturday, Sunday or any of the major holidays?
If more people had the option of taking the bus to work, shopping, downtown entertainment (assuming that there is any) the less need for building an ugly parking ramp that may or may not be feasible given Winona's geology.
