Since the discussion regarding the "Living Wage"  comes up often.  Has
anyone computed or published the "Living Wage" for Winona and if so is it
gross annual pay, can it be converted to an hourly rate, does it include
healthcare cost, if not what would that add per hour to the "Living Wage"  I
think it would be helpful to the discussion if we knew what the number is
and that it is not just a term without local basis.   It is also important
in this discussion since part of the discussion is whether employee's of
locally owned businesses are worse or better off than what those of a local
Wal-Mart would be.

"Living wage" as I understand it pertains to entities
with contractual or financial ties to government.
With possible exception to an ordinance enacted in
Santa Fe, NM, it would not pertain to a private sector
entity such as Wal-Mart.
