Greetings,

Gay Mortensen oversees District Communications for Winona Area Public
Schools.  I asked her if she would respond to the following questions:

"Do site teams have a role in the district's "Communication Plan" to better
engage the community.  In what ways can site teams play a role in better
engaging with the community?"

Her reply was . . .

"Site based decision making has been a tenent of Winona Area Public Schools
for more than a decade. The essence of site-based decision making fits well
into the public engagement communication plan of Winona Area Public Schools
to broaden interest and ownership of WAPS, and to facilitate understanding,
support and pride in our public school system."

"Site-based decision teams are most effective when they are more than
advisory, representative, empowered, engaged, and listened to. This decision
making approach can be a wonderful opportunity to receive invaluable insight
from the world outside our doors. Education can be myopic, rigid, and
stagnant. Folks engaged in other areas of the community can bring solutions
that we haven't even begun to think of as long as we are open to hearing
what they say and not primarily interested in controlling the situation or
the outcome."
