If the Winona scale is open, those trucks coming from Stockton, through the valley, will have to go through it. The open/closed sign (nearest the scale) on 61 south will always say open if the scale is open. It may be closed for northbound traffic. Very seldom does the sign for eastbound 14 traffic (at Shopko) say open. Therefore, to avoid potential fines and delays, the least risk is to come down Stockton Hill, on 14, into Winona. The commercial vehicle division of the DOT is necessary to keep trucks and drivers safe but some in law enforcement have abused the spirit and intent of the laws to the extent that it is just best, even if the truck and driver are legal, to avoid the scales. Especially when it is easy. So Chris, that is why trucks come down Stockton Hill. |
