[Winona Online Democracy] Having lived in the area of hwy 23 from Stockton where it joins 61 in Mn. City, I would not recommend more trucks using that route. My unscientific impression is that there are an unusually high number of accidents there because traffic is coming south around a curve right there on 61 at 60-70 miles an hour where slow moving vehicles are turning from a stop on to (or across) 61.
