Phil and others,

Planners & Developers often look at costs from a different perspective
than consumers. Commercial zoned property in Winona is now approaching
$120,000 per acre yet township land can be purchased in the $2,500 to
$5,000 per acre within a reasonable drive distance either in Wisconsin
or Minnesota. Single family lots are in the $40,000 - $70,000 range. The
cost for a good quality septic and drain field or sewage processing
units is about $10,000.  The economics for builders and developers is
clearly in the city with small lots and high prices.  But for many,
including many businesses, excluding retail, 5-40 acres is a better
investment and as convenient as most want to be to a city.  Some of us
don't like to cut grass, don't want to hear traffic and the beauty is we
don't have to because we can move out to the townships and for a lot
less money.

Some residential "lots" in the east metro are now pushing $200,000 and
for many metro workers Wisconsin is becoming the place to go.  When you
add up the lot assessment costs, code and permit fees and a profit for
the developers purchasing rural land can be both an initial bargain and
a much better long term investment.
