[Winona Online Democracy]
Hello: I have been reading with interest the various posts from
former city planners and residents of Wilson Township, concerning the annexation
issues. I also have some city planning experience. I am a fairly new
resident of the Wincrest neighborhood. Several new developments are
now under construction in formerly rural acreage adjacent to Wincrest, and I
anticipate that development pressures will continue along Garvin Heights road
southwest into Wilson Township. I wonder if any WOD subscribers know
whether any planning has been done by any governmental unit anticipating the
future growth throughout Wilson Township?
This suggestion may be controversial, but it seems eventually there will be
a need for small services/commercial districts in some of the developing
areas adjacent to Winona. For example, right now all the hillside
residents need to get in their cars and drive down the hill to purchase a bottle
of milk, loaf of bread or aspirin, to rent a videotape, or buy
gasoline. The steep hill makes bicycle and pedestrian access to services
out of the question for most of us. I wonder how much traffic planners
believe Garvin Heights Road can accommodate? If Garvin
Heights Road was put out of commission for some reason, what would the
impact be on fire or emergency responses to the hill neighborhoods? Have
Wilson Township or County officials done any land use planning that anticipates
the effects of the trends cited by Phil Carlson?
I am as sad as anyone to see the beautiful countryside disappear.
However, agricultural businesses are not maintaining the land in a pristine
state. If you've seen the soybean fields up on the hill running muddy
after the recent rains, as I have, it raises questions about the highest and
best use of all these lands.
