Having had a hand in the design of  the Commercial Harbor in the early 1970's, I can assure you that there was no thought of utilizing precious commercial river frontage for museum purposes - if indeed that is what I understand will be the case with the Thompson's new home. . What was then called the "Frog Island" project (Frog Island being roughly the north side of Crooked Slough) was originally envisioned as a major river port that would have been the home of a ocean freight container terminal and a Foreign Trade Zone (FTZ). The result was to be a  distribution/assembly industrial park serving Southeast Minnesota and Western Wisconsin. Many FTZ's across the country have succeeded in  that - with hundreds of well-paying jobs a result.
 
Alas, no FTZ was ever pursued (that I am aware of), and barge carriage of shipping containers has only recently been initiated by a "grain centric" river transportation industry - but not this far north (yet). MnDOT has the UofM Center for Transportation Studies carefully looking at Container-on-Barge (COB) feasibility right now - I serve on the Tech Committee for that study. It will happen, but it might be too late for Winona it appears. Another missed opportunity?

I too noted Notice of Public Hearing on this matter on Page 4C legal
notices area of today's Winona Daily News.  It surprised me too that
there hasn't been more information for the public in the varied media?
Is that why all the iron and steel is located all over  the sandy land area
where the winter sand piles used to be for the City?  Wasn't the
commercial harbor going to be dredged and enlarged in that area for improved  barge holding areas etc.?
I note there will be a public hearing to determine the advisability of
the sale of the property to the Maritime Heritage Society at Winona
City Hall Council Chambers on Thursday, Nov. 18 at 4:00 p.m. in
case some of you do not have an awareness regarding this matter.

According to the surveyor's legal description ( which I wouldn't have a clue
in reading if it didn't mention Crooked Slough ) it's along Riverview Drive
at the entrance to the harbor between the boat houses and the salt pile. I'm
not sure exactly where, but the general public will be undoubtedly be
informed prior to the grand opening.
