My husband is a semi driver and his main concern in that area is that people are either on cell phones, distracted, in a hurry or taking too many chances.  He feels that if the truck route were switched over to the other valley from Stockton then the citizens there would complain.
 Many people do not realize the stress semi drivers have of watching out for smaller vechiles.

There is a sign on highway 14 roughly across from Kwik Trip that directs trucks to the weigh station.  I can only recall about 4 or 5 times in the past 6 years that I've seen the sign opened up indicating trucks to turn up 61 to the weigh station though (doesn't mean that it hasn't been open more than that though).
 
The service drive idea is an excellent one that a few of us have talking about.  It would cost much less, and I would bet in the long run cause less headaches.  Other suggestions such as over and underpasses I think would be way to costly for the state, city, and county but are also good ideas.  There aren't any overpasses over the train tracks in Winona and the city has been here for over 150 years.  Hwy 43 is Main St. in Winona and the state hasn't put one there so I would doubt they would put one in on hwy 14.  We should also address the intersection of hwy 14 and Old Goodview Rd.  Cars going into town making a left turn onto this roadway are in danger of being rear ended too.  I've seen a few accidents there.
 
While we are at changing speed limits........hwy 43 needs to have the speed limit lowered at the city limits too.  Cars pulling onto 43 from the developments also have to judge the speeds of cars and trucks in the 55 zone there.

There have been more public input sessions and invites regarding the traffic
issues on 14 where it comes into the city at the base of Stockton Hill.  I
hope something can be done.  I wonder why there can't just be one
intersection out there with a light.  Service roads could connect the
traffic on each side of 14.  The speed limit could be set to stay at 35 from
the sharp corner near the top of the hill all the way into town instead of
allowing traffic to speed up to 55+ going down hill.  Trucks could take the
23 route from Stockton to Minnesota City -- that's the railroad route.  If
14 being a state road is such a major legal hurtle, why not trade the State
the Stockton to Winona section of 14 for the Stockton to Minnesota City
section of 23?  I remember the only reason I ever heard for trucks coming
down 14 instead of using 23 was to avoid the Weigh Station.  If that's the
case, move the Weigh Station to the top of Stockton Hill.
The trucks speeding up to get up that hill and the trucks speeding down it
are the major problem.
