[Winona Online Democracy]

There have been more public input sessions and invites regarding the traffic
issues on 14 where it comes into the city at the base of Stockton Hill.  I
hope something can be done.  I wonder why there can't just be one
intersection out there with a light.  Service roads could connect the
traffic on each side of 14.  The speed limit could be set to stay at 35 from
the sharp corner near the top of the hill all the way into town instead of
allowing traffic to speed up to 55+ going down hill.  Trucks could take the
23 route from Stockton to Minnesota City -- that's the railroad route.  If
14 being a state road is such a major legal hurtle, why not trade the State
the Stockton to Winona section of 14 for the Stockton to Minnesota City
section of 23?  I remember the only reason I ever heard for trucks coming
down 14 instead of using 23 was to avoid the Weigh Station.  If that's the
case, move the Weigh Station to the top of Stockton Hill.
The trucks speeding up to get up that hill and the trucks speeding down it
are the major problem.
