The terms "orderly annexation" and "orderly annexation area" are terms that appear in State statute referring to areas around a municipality that have been designated and agreed to be part of an area that will be annexed over time.  In these areas "orderly" means that a plan has been prepared and a process has been set up to bring the area in question into the municipality in stages, based on timing or certain events taking place.  It means that the area can be annexed with a minimum of hassle and paperwork, as opposed to many individual contested annexations, which can be lengthy, complex, contentious, and expensive.
