I appreciate Arlene's discriptions of orderly annexation and Phil's follow up.

Some comments on both: Phil states the outcome as "a minimum of hassle and
paperwork, as opposed to many individual contested annexations, which can be
lengthy, complex, contentious, and expensive.

I would hope this is goal of all the parties involved and probably one of the
best arguments for having a plan in place.  As many of you know besides the
cost and time and complexity involved in the Jason Phillips request, there is
also many angered and bad feeling that evolve. These lead to a seperation  of a
community.  An orderly plan would help eliminate much of the emotion and
negativity involved.  It would eliminate, time and cost if set up correctly.

In response to Arlene's discription she writes: " b)arranged in, conforming to,
or exhibiting some regular order; systematic  2  well-behaved, law-abiding,
peaceful".  This would certainly would go along with my first statement.

She also writes "annex" as a verb transitive:  1. to add on or attach, as a
smaller thing to a larger;  to join, connect.  "annex" as a noun:  something
added on; a) a wing added to a building  b) a nearby building used as an
addition to the main building  c) a section added as to a document; addendum 

I would like to bring out that in this discription it brings out the importance
in connecting to an area, "join or connect".  As you read further it makes it
sound like you are not just enlarging but "strengthening" by adding the
adjoining piece. "surrounding" the existing area.   The "balloon and string"
approach the city talks about does
not seem to fit this discription.  Phillips property is not contiguous, it is
not attached and it does not "build" on as an addition to the city limits.  It
is not good planning, is a weak "link" (the string).  It is not an addition to
the "Main Building" (our city).  

Arlene also writes; Does it mean by "orderly" the process of going step-by-step
to join contiguous lands?

This to me is the best discription for "orderly annexation" I have seen.  Using
it as a base for getting the plan developed.
