[Winona Online Democracy]

It has been in Winona for three years - It is called Medicharge over 30 employers now use it and more local providers than those listed by the big three insurance companies.

The basics of the plan are to use FSA’s (Flexible Spending Accounts) combined with HRA (Health Reimbursement Accounts) but not HSA (Health Saving Accounts).  HRA allow but do not require High Deductible Insurance unless you want it.  It also promotes catastrophic annual caps rather than High Deductible however none are yet offered in Minnesota.  All are funded with pre-tax dollars to increase the purchasing power of the subscriber.  All contracted providers agree to provide their best prices because they are paid in two business days. HRA funds unspent roll from one year to the next plus they receive a COLA rebate, last year 3.3% as they move into the next year.      www.medicharge.com

Some people are uninsured by choice.  Some become insured just to get the discounts afforded by those providers to the insurance industry.

I think that it is interesting that this individual has discovered a way to be profitable serving the uninsured and that part of the philosophy includes catastrophic health care savings accounts. What do others think about it? Might something like this work in Winona?
