I have been wondering why in the world we are not hearing from the citizens of the City of Winona about this annexation. There have been very few letters to the editor about the annexation. Are they privately contacting City council members? Do they care?
Yes, the citizens of Winona will be forced to pay for this annexation. The elderly are already stretched to their limits with property taxes and now that will go up to pay for this forced annexation.
And from what I have learned over the past months I agree with Janice, this is being forced on Wilson Township. At last count there were about 200 homes for sale IN the city limits.
As for the census figures that were posted I am doubting how accurate they are in 2005. Even a short drive in the country will show how many new homes have been built in just the past 5 years. I think the figure for citizens outside the city limits is low.

My question to the article is this: Why does the City continue to say this is
not "forced' annexation? Do they believe the people of Winona are really that
naive to believe that "forced" only refers to City water and sewer hook up?


THIS IS A FORCED ANNEXATION. The City has forced the Township into negotiations
they did not want and the City could not justify as "need". The City is
forcing the Township to give up land they do not want to give up and is not
contiguous to the City. The City hired a lawyer to "force" the issue. The
Township was "forced' into hiring their own lawyer to constructively
negotiatiate with the City so they did not get totally trampled on. This is one
governing body forcibly making another governing body make decisions they would
not have otherwise made unless there was necessity to grow the community.
There is not necessity here. The City has used threats of taking the whole
Township if the supervisors do not give them what they want. IF this isn't
brute force, I don't know what is.



The residence of Wilson are forced into having the City move into pods of land
that surround them. These residents will be forced to deal with traffic,
environmental issues and raised taxes. The tax payers of Winona will be forced
to pay for this development. The City is forcing the Township to giveup a tax
base that supports the residents of their Township. The annexation agreement
includes the Spring Brook neighborhood. Does the City really believe the
residents of Spring Brook are naive enough to believe they will not be "forced'
to hook-up and that their road will not be used as a means for heavy traffic in
the future.
