At last count there were about 200 homes for sale IN the city limits.

That is probably statistically consistent with the time of year combined with state and national trends.
Winona having an apparently fluid real estate market in itself is not a good enough reason to me to say no to an annexation.

As for the census figures that were posted I am doubting how accurate they are in 2005.
Even a short drive in the country will show how many new homes have been built in just the past 5 years. I think the figure for citizens outside the city limits is low.

Fair enough. I found some more projections that show Winona added about 200 households from 2000 to 2003. Using an approximation based on the previous trend from 2000 to 2003 that would bring the four-year change in households number to an addition of 260 to 340 households. Even if all those new Households were Rural Households that still does not change the composition of the county's population in statistically meaningful ways.

Interestingly, Winona County's population peaked in 2001 at 50,029. The 2003 population of 49,674 is lower than the 2000 population number of 49,985.

2003 Occupancy Rates:

Winona County 2.41 persons / household (and falling)
Winona, proper 2.23 persons / household (and falling)
State average 2.50 persons / household (and falling, but less dramatic than Winona or the County.)

This data is about one year old and about as fresh as you can get short of contacting the dealing with County Recorder's Office for exact figures or utilizing other more time consuming methods.

David Dittmann Some of us in Winona have made points about the annexation...
