Wow.  This phrase really scares me.  Will it still be "Public" education if it
is no longer funded by the public?  Our system of PUBLIC education was once the
envy of the world.  It built the American Middle class and was the basis of
much (most?) of our economic innovation and leadership in the world.  

If you can only find "a handful of people who will entertain school finance in
any other way than raising taxes at the state and local levels", I think that
just means we've done a good job of weeding out the knuckleheads.  It's PUBLIC
education for Heavan's sake!  If you're looking for funding "alternatives" to
state and local taxes, you clearly don't understand the meaning of the word
Public.
