Dwayne,
        Do you know what all the grading and earthwork directly above
the spring in Springbrook is all about?  I do not see any erosion
control measures, and really do not know what that project is all about.
I assume that the residents of Springbrook have most likely asked the
County or perhaps the Township that question.  Thanks for any
information you could provide.

It was an honest question because the news article seemed to have
contradictory currents in it.

I had heard the Winona City Council was starting some good work on
bluffland protection plans.  I was worried by the line in the article.
I
was not at the meeting and I did not watch it from home.  I honestly did
not know.  When John Finn brought the subject up, I thought I would
simply
ask for a clarification.

Thank you for correcting the possible misperception.

To answer your question about the County's Planning Department.

No, unfortunately, the County has not made progress on it's slope
ordinance.

It is one of a handfull of issues that seem to be on hold until a new
full
time Planning Director is hired. Our staff works very hard but they have
been understaffed for over a year and a half now.

Sensitive slope ordinances are one example of how local governments
could
help each other if they would be willing to talk and work with each
other.


Rather than harp on problems that happened 5, 10, 20, or more years ago,
why not focuss on what we all do best and then replicate those things
across different local government bodies.  By sharing what works best,
everyone wins, especially the taxpayers.

I hope these are the kinds of things we can accomplish through the work
of
the Local Land Planning Series.
