Keith,
Does the city actually enforce their ordinance? Just because there is
an ordinance, doesn't mean anything unless it is enforced.

I will assume that this was a rhetorical question, as George
Borzyskowski has taken a consistent stance on the proper management of
these resources. It is clear from the context of his discussion as well
as the article that George was once again pointing out that future
development will need to give consideration and protection due to the
close proximity of bluffs, streams and sensitive lands.
Dwayne,
When will the County start to protect the bluff lands etc.
outside of Winona city limits? Any progress on a slope ordinance?

Does anyone know if George Borzyskowski meant he wants to develop the
bluffs, streams, and sensitive lands?
It seems 180 degrees different than the gist of the rest of the article.
Was anyone at the meeting or could someone clarify?

This appears to be a quote taken out of context and/or really sloppy
reporting
or editing on the part of the Winona Daily News in today's article on
the
City Council's meeting last night. But what if it's not?
G. Borzyskowski: "From here on out, all our development will be on
bluffs,
streams or sensitive land. We've got nowhere else to go."
It seems to me that we have a lot of underutilized space, both
residential and
commercial/industrial, on the "island". But I guess it depends on
whether or
not your notion of development means big-city suburban type sprawl.
