Keith are you saying not charging the CC for hook-up is in part payment for the
easement?  If that is the case, you may want to state that correctly to the
public such as the City is paying the CC $10,000 for the easement, rather than
there will be no charge for the hookup.  It comes across very differently to
the public.  

Believe me it is all in perception, such as the statement you made regarding the
Pinnacle report with regard to fecal material found in the waters in Pleasant
Valley.  Due to assertions made, the public believes it was found in the stream
area in Spring Brook.  I have had several people ask me about it.  Now, I
realize you did not say it was Spring Brook, but your next comment about it
being necessary to hurry and get the utilities out there, led the public to
believe you were talking Spring Brook. The article also led people to believe
due to your input that it is seeping septic systems, though it sounds by the
Pinnacle report that no source or confirmation was made. Have you driven out to
Pleasant valley and noticed the cows and elk in the stream?  I also know there
is a large group of teen age boys who hang out in the woods and use the stream
on a regular basis and do what most teenagers do to relieve themselves,
espcially if a stream is near by.

No Conspiracy.  I never called it a conspiracy this is your perception.  I think
it is just plain misleading the public, for what ever agendas you may have or
perhaps it is just very very poor irresponsible communication.  It could be as
simple as that.  Either way it is all in the perception of the public.  It
divides this community, it infuriates the Pleasant Valley residents and it
especially gets the Spring Brook residents upset because you are indirectly
calling us irresponsible.  Do you wonder why people take pot shots at you? 
Think about it.  You don't have an agenda?  Why would you allow an article such
as this in the paper.  There have been studies done for years that show far
more contamination than this, and there are no articles written. No agenda,
