What doesn't make sense to me about the easement deal between the city and Winona G&D is; WG&D made a request to the city asking that city sewer and water be provided to them. The city didn't first ask "WG&D, can we sell you city sewer and water services?" Now WG&D wants city taxpayers to pay for an easement so that the city can fulfill their own request and bring city water and sewer service to them. Individuals or governments typically pay to acquire easements.
The City of Winona paid for several easements on this project.  The cost
of the WG&D easement per square foot was much much less than the
neighboring townhouse association.
No "known" conspiracy.

The City of Winona charges either $17,000 per acre of
developable property if it is subdivided, or $10,000 per lot if it
existed prior to 10/01/01.  This is for the access to water and sewer.
The individual service lines must be constructed and owned by the
property owner.  Those lines are the ones that run from the trunk
lines
in the street to the house.  Some times when a project goes by a
property the service line will be stubbed out to the edge of the road.
That is intended to avoid tearing up the road in the future.  At the
time of the property owners hook up they will be charged that cost as
well.  This could be the case of your cousin.  Your cousin can call me
and I will get the specific information for him or her.
With this policy any one who uses the water and sewer utility
will pay for that benefit rather than have all those costs spread to
all
other utility users in the community.  Those that do not hook up do
not
pay any charges.  The old policy was to run water and sewer to a
subdivision for no cost to the developer.  That old policy was wisely
changed by the council a couple of years ago.
